In March of 1961, the Chief of Naval Operations recommended the establishment of guerrilla and counter-guerrilla units. These units would be able to operate from sea, air or land.

The Green Beret was originally designated in 1953 by Special Forces Major Herbert Brucker, a veteran of the OSS. Later that year, 1st Lt.
